Modifies the manufactured home park infrastructure grants and loans program to explicitly include acquisition of and improvements in manufactured home parks, plus infrastructure like storm shelters and community facilities.

Appropriates $25,000,000 in fiscal year 2024 for grants to qualified nonprofit lenders to provide manufactured home financing, down payment assistance, and repair/renovation/removal financing programs serving low-income residents.

Appropriates $15,000,000 in fiscal year 2024 and $15,000,000 in fiscal year 2025 for manufactured home park infrastructure grants and loans for park acquisition, improvements, and infrastructure projects.

Appropriates $10,000,000 in fiscal year 2024 for grants to assist manufactured home park residents in organizing and purchasing parks, and for down payment assistance, with deeds requiring 30-year use as a manufactured home park.

Requires the Minnesota Housing Finance Agency commissioner to develop application forms and reporting requirements within 90 days, in consultation with manufactured housing cooperatives and nonprofit organizations serving these communities.
