Increases per-acre payment rates from $2 to $3 for county-administered and commissioner-administered other natural resources land, effective with aids payable in 2024.

Establishes annual adjustment mechanism for all payment amounts based on the percentage change in the consumer price index, with first adjustment determined using the 12-month period ending August 31, 2024.

Modifies appraisal requirements for acquired natural resources land to specify that appraised value shall not be less than the most recent appraised value, with reappraisals conducted every six years.

Requires the commissioner of revenue, in consultation with the Department of Natural Resources and counties, to produce a report by January 31, 2024 on valuation methods for state-owned lakeshore areas, including assessed values and acreage data disaggregated by shoreline and non-shoreline parcels.

Adds $300,000 annual payment to counties containing state-owned lands in conservation areas for local assessments under section 84A.55, subdivision 9, distributed proportionally based on each county's annual ditch assessment percentage.
