Reduces the preparation time ratio from one minimum of five minutes for every 25 minutes of classroom instructional time to one minimum of five minutes for every 17 minutes of classroom instructional time.

Requires all collective bargaining agreements for teachers to include provisions for preparation time or explicitly state the parties chose not to include it in the contract.

Mandates preparation time be provided in one or two uninterrupted blocks during the student day, with exceptions only by mutual agreement between the district and teachers' exclusive representative.

Prohibits administrators from scheduling meetings during designated preparation time without agreement with the exclusive representative of teachers.

Requires districts to pay teachers two times their hourly wage if they serve as substitute classroom teachers during their designated preparation time, with payment due in the next pay period.
