Expands medical assistance dental coverage for nonpregnant adults by removing the previous limitation that restricted coverage to specific services and instead establishes that medical assistance covers medically necessary dental services.

Adds four new covered services for adults: house calls or extended care facility calls for on-site delivery, behavioral management without sedation, oral or IV sedation when necessary to safely perform services, and up to four prophylaxis treatments per year per individualized treatment plan.

Eliminates prior authorization requirements for the commissioner and prohibits managed care and county-based purchasing plans from requiring prior authorization for house calls, extended care facility calls, behavioral management, and oral or IV sedation services.

Retains existing coverage for children and pregnant women with the same guidelines including posterior fillings at amalgam rate, sealants once every five years per molar for children, fluoride varnish every six months, and orthodontia for children only.
