Creates Minnesota Statutes section 256K.50 to establish family permanent supportive housing programs for families at or below 30 percent of area median income who are homeless, at risk of homelessness, or have multiple barriers including mental illness, substance use disorders, or child protection service referrals.

Requires housing to be non-time-limited and include specialized, trauma-informed, culturally appropriate support services such as child education, career planning, budgeting assistance, counseling referrals, and 24-hour on-site staffing.

Authorizes the Commissioner of Human Services to provide outreach, technical assistance, and program development support to increase capacity among new and existing service providers statewide.

Appropriates $5,000,000 in fiscal year 2024 and $5,000,000 in fiscal year 2025 from the general fund to the Commissioner of Human Services for family supportive housing programs.
