Commissioner must regularly update mailing addresses and contact information for medical assistance and MinnesotaCare enrollees using data from managed care plans, county purchasing plans, and state health programs.

Commissioner cannot disenroll individuals due to returned mail until making at least two contact attempts by phone, email, or other methods, and must allow at least 30 days for the individual to respond.

Children ages 6 to 21 determined eligible for medical assistance must remain eligible for 12 months; children under 6 must remain eligible through the month they turn 6 years old.

Early termination of a child's eligibility is allowed only if the child or representative requests it, the child moves out of state, the child dies, or eligibility was erroneously granted due to agency error or fraud.

Provisions are effective July 1, 2024, or upon federal approval, whichever is later.
