Prohibits mental health practitioners and mental health professionals from engaging in conversion therapy with clients under 18 years of age or vulnerable adults, effective the day following final enactment.

Defines conversion therapy as any practice seeking to change an individual's sexual orientation or gender identity, excluding counseling that supports gender transition or provides acceptance and support without attempting to change sexual orientation or gender identity.

Classifies conversion therapy attempted on minors or vulnerable adults as unprofessional conduct subject to disciplinary action by the appropriate licensing board.

Excludes conversion therapy from coverage under Minnesota Medical Assistance (Medicaid).

Prohibits any person or entity from using fraud, misrepresentation, false statements, or deceptive practices when advertising or offering conversion therapy services, including depicting homosexuality as a mental disease or guaranteeing to change sexual orientation or gender identity.
