H.F. No. 96 Summary

• Establishes a $75 monthly transitional cost-sharing reduction subsidy for Minnesota residents enrolling in gold level health plans through MNsure for 2024 and 2025 plan years only.

• Expands MinnesotaCare eligibility to include lawfully present noncitizens with incomes at or below 200 percent of federal poverty guidelines, effective January 1, 2025.

• Creates a MinnesotaCare public option allowing families and individuals with incomes above current maximums to enroll if meeting other eligibility requirements, effective January 1, 2026, pending federal approval.

• Establishes a 50 percent small employer transitional health care credit for qualified employers with fewer than 50 employees on qualified health care expenses for calendar years 2024 and 2025.

• Requires the commissioner of human services to develop a small employer public option and present implementation plans and alternative service delivery model recommendations to legislative committees by December 15, 2024, and January 15, 2025, respectively.
