Removes language restricting conduct rules at public secondary schools to students "under 21 years of age," making rules apply to all students regardless of age.

Extends eligibility for free public school enrollment for students in grades 9-12 enrolled during 2022-2023 or 2023-2024 school years until age 22 instead of age 21.

Students remain eligible until one of four conditions occurs: first September 1 after 22nd birthday, completion of graduation requirements, withdrawal with no re-enrollment within 21 calendar days, or end of school year.

Maintains existing age requirements for kindergarten admission (at least 5 years old by September 1) and first grade admission (at least 6 years old by September 1 or completed kindergarten).
