Modifies the disability waiver rate system by updating base wage index calculation dates to January 1, 2024, January 1, 2025, and every two years thereafter, based on the most recently available Bureau of Labor Statistics wage data.

Adjusts standard component value updates for Consumer Price Index changes on the same schedule as wage index updates (January 1, 2024, January 1, 2025, and every two years thereafter).

Creates a new competitive workforce factor adjustment mechanism effective January 1, 2024, with updates on January 1, 2025, and every two years thereafter, comparing direct care staff wages to comparable occupations with a maximum decrease of two percentage points per update.

Removes respite services from unit-based services without programming definition and consolidates respite service rate calculations into subdivision 5a.

Repeals subdivisions 9a and 10c, which previously contained separate respite services rate-setting provisions and competitive workforce factor reporting requirements, effective January 1, 2024, or upon federal approval.
