Establishes a fundamental right to reproductive health care under Minnesota law, including the right to make autonomous decisions about one's own reproductive health and to use or refuse reproductive health care.

Defines reproductive health care to include contraception, sterilization, preconception care, maternity care, abortion care, family planning and fertility services, and counseling regarding reproductive health.

Grants every individual who becomes pregnant the fundamental right to continue the pregnancy and give birth, or to obtain an abortion, and to make autonomous decisions about how to exercise this right.

Recognizes the fundamental right to reproductive freedom as derived from Minnesota Constitution principles of individual liberty, personal privacy, and equality.

Prohibits local units of government from regulating an individual's ability to exercise reproductive rights in a manner more restrictive than state law permits, effective the day following final enactment.
