Allows integrated community supports to be delivered across two or more multifamily housing buildings in the same apartment complex on the same or adjoining property, rather than being limited to a single building.

Permits more than one license holder to deliver integrated community supports at the same address if a site-specific review is approved by the commissioner.

Allows multiple license holders to deliver integrated community supports and other residential services at the same address or apartment complex as long as the total number of settings does not exceed 25 percent of total apartment units.

Establishes component values for integrated community supports payment rates including competitive workforce factor (4.7%), supervisory span of control ratio (11%), and employee-related cost ratio (23.6%), among others.

Changes effective date to January 1, 2024, or upon federal approval, whichever occurs later.
