Modifies the disability waiver rate system under Minnesota Statutes section 256B.4914, effective January 1, 2024, or upon federal approval, whichever is later.

Updates base wage index calculations to use the most recently available wage data by Standard Occupational Classification (SOC) codes from the Bureau of Labor Statistics, with updates scheduled for January 1, 2024; January 1, 2025; and January 1, 2027, then every two years thereafter.

Revises standard component value adjustments for Consumer Price Index changes, adjusting the update schedule from November 1, 2024, to January 1, 2025, and from July 1, 2026, to January 1, 2027, with subsequent updates every two years.

Adds a new competitive workforce factor adjustment provision that updates the factor on January 1, 2024; January 1, 2025; and every two years thereafter beginning January 1, 2027, with limits preventing decreases of more than two percentage points per update.

Repeals subdivisions 9a and 10c of section 256B.4914, which previously addressed respite services rate-setting and competitive workforce factor reporting requirements.
