• Adds school social work services to medical assistance coverage for special education students when provided by mental health professionals, clinical trainees, or mental health practitioners meeting specified licensure and supervision requirements.

• School social workers providing mental health services are exempt from children's therapeutic services and supports provider certification requirements under section 256B.0943, except when directly delivering those services.

• Defines 11 covered mental health services including crisis assistance, care coordination, psychotherapy, dialectical behavioral therapy for adolescents, and treatment plan development.

• Establishes cost-based payment structure using interim and final rates determined by the commissioner, with school districts allowed 60 days to appeal final rate determinations.

• Effective January 1, 2024, or upon federal Medicaid approval, whichever occurs later.
