Modifies Minnesota Statutes 2022, section 119A.52 to change how Head Start appropriations are distributed among programs serving low-income children.

Allocates 10.72 percent of total Head Start appropriation to federally designated Tribal Head Start programs, with remaining funds distributed to migrant programs and local agencies based on federal funding share and proportion of unserved eligible children.

Allows Head Start appropriation funds to cover program operations, infrastructure, and reconfiguration costs to serve children from birth to age five in center-based services.

Appropriates $35,100,000 from the general fund to the Department of Education for Head Start programs in fiscal years 2024 and 2025.

Maintains existing protections requiring programs with approved innovative initiatives serving high-risk populations, including homeless families, to be exempt from enrollment-based payment reduction procedures.
