Appropriates $250,000 in fiscal year 2024 and $250,000 in fiscal year 2025 from the general fund to the Minnesota Council on Disability for website accessibility initiatives.

Requires the Council to develop a statewide training module in consultation with the League of Minnesota Cities, the Association of Minnesota Counties, and the Minnesota Association of Townships, to be made available by July 1, 2024.

Directs the Council to provide outreach, training, and technical assistance to local government officials and staff on website accessibility standards and compliance.

Requires the Council to track and compile information about training outcomes and implementation costs for cities, townships, and counties making website accessibility improvements.

Mandates annual reports to legislative committees beginning January 15, 2025, detailing the number of local governments trained, outcomes achieved, costs incurred, and other relevant information.
