Removes the phrase "under 21 years of age" from the requirement that all students attending public secondary schools be governed by a single set of reasonable rules and regulations.

Adds new subdivision (d) creating a temporary age exception for students enrolled in grades 9-12 during the 2022-2023 or 2023-2024 school years, allowing them to remain enrolled until the first September 1 after their 22nd birthday instead of the standard age 21 cutoff.

Maintains existing age requirements for kindergarten admission (age 5 by September 1) and first grade admission (age 6 by September 1 or completion of kindergarten).

Preserves the provision allowing students who turn 21 after enrollment to continue attending school until completion of graduation requirements, withdrawal, or end of school year.
