Establishes Minnesota missing and murdered Indigenous relatives special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles.

Requires applicants to pay an additional fee for special plates, standard registration tax and fees, and contribute a minimum of $25 annually to the Minnesota missing and murdered Indigenous relatives account.

Plate design must include a red handprint to one side, a partial ribbon skirt toward the bottom corner, and read "Missing and Murdered Indigenous Relatives" or "MMIR," developed in consultation with the Office of Missing and Murdered Indigenous Relatives.

Allows plate transfer to another qualified vehicle registered to the same individual for a $5 transfer fee.

Deposits all contributions into a special revenue fund account appropriated to the commissioner of public safety for distribution to the Office of Missing and Murdered Indigenous Relatives for investigating unsolved cases and establishing a reward fund for information.
