Authorizes Metropolitan Council advisory committee members to receive daily compensation for each day spent on committee activities when authorized by the council, plus reasonable expense reimbursement.

Sets advisory committee daily compensation rate to the amount specified in Minnesota Statutes section 15.059, subdivision 3.

Prohibits state employees, political subdivision employees, and other public entity employees or officials from receiving daily compensation for committee activities occurring during their regular work hours.

Requires Metropolitan Council to adopt internal standards defining what constitutes a day spent on advisory committee activities for compensation purposes.

Applies to all provisions in the seven-county metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington) and extends certain water supply advisory committee compensation provisions to additional counties (Chisago, Isanti, Sherburne, and Wright).
