• Amends Minnesota Statutes section 473F.02 to redefine the metropolitan area for tax base sharing purposes, replacing county boundary language with reference to the metropolitan area as defined in section 473.121, subdivision 2.

• Explicitly excludes the cities of Northfield and New Prague from the definition of "Area" and "Municipality" in the metropolitan revenue distribution framework.

• Clarifies that fiscal capacity calculations for municipalities located partly within and partly outside the area shall be based on the entire municipality's valuation and population.

• Effective for taxes payable in 2024 and thereafter, applying to Anoka, Carver, Dakota, Hennepal, Ramsey, Scott, and Washington counties.
