$50,000,000 appropriated from trunk highway bond proceeds account to the commissioner of transportation for a grant to Chisago County to predesign, design, engineer, and construct reconstruction of marked U.S. Highway 8 from Karmel Avenue in Chisago City to Interstate 35.

Reconstruction project may include expanding highway segments to four lanes, constructing or reconstructing frontage roads and backage roads, and realigning local roads to consolidate or relocate access points.

Project scope includes pedestrian and bike trails along and crossings of the specified U.S. Highway 8 portion.

Appropriation is contingent upon the commissioner of management and budget determining that sufficient nonstate resources have been committed to complete the project.

Commissioner of management and budget authorized to sell and issue up to $50,000,000 in state bonds, with bond proceeds deposited in the trunk highway fund bond proceeds account.

Planned Department of Transportation resurfacing amounts from the Metro District 10-Year Capital Highway Investment Plan 2020-2029 shall be redirected to supplement this reconstruction project.
