Adds holistic health services provided by medicine men, women, and cultural practitioners as an allowable additional treatment service for chemical dependency treatment programs under Minnesota Statutes section 245G.07, subdivision 2.

Allows medicine men, women, and cultural practitioners to qualify as alcohol and drug counselors without requiring standard licensure, provided they are delivering holistic services under chapter 245G.

Establishes holistic health services provided by medicine men, women, and cultural practitioners as an eligible substance use disorder treatment service eligible for rate reimbursement under section 254B.05, subdivision 5.

Requires the Department of Human Services' Office of Indian Policy to inform Minnesota's Tribal Nations, American Indian residents, and stakeholders about any changes to state law that may affect Tribal Nations or American Indian residents.

Requires the department to inform the American Indian Advisory Council and Minnesota Indian Affairs Council of any cultural grants awarded to help American Indians reclaim spirituality and cultural identity.
