Reduces Planning and Research appropriation from $31,690,000 to $31,190,000, with up to $500,000 in fiscal year 2022 for safety improvements in Transportation District 1.

Increases State Road Construction appropriation from $1,131,925,000 to $1,289,782,000 for construction, reconstruction, and improvement of trunk highways, including design-build contracts and land acquisition costs.

Sets base appropriation for State Road Construction at $974,282,000 for fiscal years 2024 and 2025.

Maintains Highway Debt Service at $235,849,000 for fiscal year 2022 and $281,064,000 for fiscal year 2023 for transfer to state bond fund.
