• Extends firearm transfer waiting period from 5 to 30 business days after agreement to transfer is filed with local police or sheriff, with limited waiver provisions.

• Creates new private-party firearms transfer requirements under section 624.7134, allowing unlicensed persons to transfer firearms only through federally licensed dealers or by presenting valid transferee permit and state/federal ID.

• Establishes record-keeping requirements for private transfers between unlicensed persons, including serial numbers, identification copies, and mandatory 10-year retention of transfer records.

• Increases criminal penalties for making false statements to obtain transferee permits from gross misdemeanor to felony, effective August 1, 2023.
