Establishes a statewide electric vehicle infrastructure program under the Commissioner of Transportation to implement the National Electric Vehicle Infrastructure Formula Program and maximize federal funds available to the state.

Authorizes the commissioner to contract with private or public entities to provide financial assistance and engage in planning, designing, developing, constructing, equipping, operating, and maintaining electric vehicle infrastructure projects.

Requires electric vehicle infrastructure funded under the program to comply with Code of Federal Regulations, title 23, section 680.106, paragraph (j), and prevailing wage requirements under Minnesota Statutes sections 177.27-177.45.

Mandates the commissioner submit a biennial report by February 1 in even-numbered years detailing federal and state funds spent, project locations and types, selection criteria, and regional distribution of infrastructure.

Exempts the commissioner from reporting requirements in years when no funds have been spent under the program.
