Requires pipeline operators to submit quarterly reports to the Office of Pipeline Safety containing total notifications by type, percentage of notifications marked by start time, and total utility damages by cause.

Exempts operators with fewer than 5,000 notifications received during the previous calendar year from reporting requirements, except those subject to chapters 299F or 299J.

Replaces fixed civil penalty caps of $100,000 per day violation and $1,000,000 maximum for pipeline safety violations with penalties aligned to Code of Federal Regulations, title 49, part 190, and successor regulations.

Applies penalty changes to violations under sections 299F.56 to 299F.641 and section 299J.07, subdivision 1, and section 299J.15.
