• Modifies voter registration procedures to replace "resided" with "maintains residence" throughout Minnesota election statutes and creates new provisions for emergency response providers and utility workers to vote by absentee ballot

• Changes absentee ballot deadlines from the 7th day before election to the 14th day before election for opening envelopes and marking rosters, and extends ballot return deadlines from 3:00 p.m. to 8:00 p.m. on election day

• Adjusts special election notice requirements from 7 to 14 days and write-in candidate filing deadlines from the 7th to the 14th day before elections for various election types

• Modifies voter challenge procedures by requiring petitions to include facts and circumstances supporting challenges, establishing clear grounds for dismissal, and allowing challengers to submit evidence at hearings

• Makes technical changes to election administration procedures including ballot board duties, precinct summary statement requirements, and cast vote record data classification
