Removes the exclusion for individuals hired by the Board of Trustees of the Minnesota State Colleges and Universities to teach one course for three or fewer credits for one semester in a year, making such instructors public employees.

Establishes that instructors of record hired by the Board of Trustees to teach one class for more than three credits in a fiscal year or two or more credit-bearing classes in a fiscal year are public employees regardless of other exclusions.

Clarifies that employees hired for temporary or seasonal positions that exceed 67 calendar days become public employees if the same position has already been filled under the temporary exclusion earlier in the same calendar year.

Designates early childhood family education teachers employed by school districts as public employees regardless of part-time or temporary employment exclusions.

Effective the day following final enactment.
