Establishes a provisional ballot procedure for voters whose registration status is listed as "challenged" or whose eligibility to vote is challenged under Minnesota law.

Requires election judges to confirm applicant's name, address, and date of birth before allowing voter to sign the roster; challenged voters must cast provisional ballots instead of regular ballots.

Provisional ballot voters must complete an envelope with personal information and sign a roster affirming eligibility; ballots are sealed and stored separately from regular ballots.

Provisional ballots are counted only if the voter appears within seven calendar days after election to prove eligibility and residence, and if statewide voter registration system confirms eligibility or voter presents evidence thereof.

Effective June 1, 2023, and applies to all elections held on or after that date.
