Establishes a new special license plate for veterans who are recipients of the National Defense Service Medal, bearing the inscription "NATIONAL DEFENSE SERVICE VET" and a facsimile of the official medal.

Allows National Guard and military reserves ordered to federally funded state active service to receive special plates for the Global War on Terrorism Service Medal, regardless of whether they qualify as veterans under state law.

Makes technical changes to Minnesota Statutes section 168.123 by replacing "shall" with "must" throughout the statute and reorganizing subdivision language for clarity.

Applies to special veteran's motorcycle plates and National Defense Service Medal veteran special license plates issued on or after January 1, 2024.

Maintains existing eligibility requirements for special veteran license plates, including proof of honorable discharge and vehicle ownership restrictions (passenger automobiles, recreational vehicles, or one-ton pickup trucks).
