Allows cooperative units and joint powers districts to issue bonds and levy for long-term maintenance project costs using revenue transferred from member districts, with debt service payments as the responsibility of all member districts.

Permits cooperative units and joint powers districts to pay lease costs for leased facilities using long-term maintenance revenue, specifically for the portion of lease costs attributable to the amortized cost of long-term facilities maintenance projects completed by the landlord.

Authorizes school districts that are members of intermediate school districts or joint powers districts to levy for their proportionate share of deferred maintenance expenditures for district-owned buildings or sites leased to cooperative units or joint powers districts for instructional purposes or school storage.

Clarifies that cooperative units and joint powers districts may specify which member districts share project costs, except that debt service payments for bonds must be the responsibility of all member districts.

Effective date is fiscal year 2024 and later for all amendments to Minnesota Statutes sections 123B.595 and 126C.40.
