• Commissioner of Human Services must provide information about the medical assistance program for employed persons with disabilities to all medical assistance enrollees at initial enrollment and at least annually thereafter.

• Eliminates the asset limit for persons eligible under the employed persons with disabilities program under section 256B.057, subdivision 9, effective January 1, 2024, or upon federal approval.

• Modifies the premium sliding scale for employed persons with disabilities, establishing zero percent of income for households below 250 percent of federal poverty guidelines and increasing to 5.5 percent for those at or above 500 percent of federal poverty guidelines.

• Allows the commissioner to negotiate repayment plans with enrollees who have past due premiums, with terms not to exceed 48 months, and prohibits coverage closure while participating in a repayment plan.

• Creates a designated employment incentives asset account that allows persons enrolled in the program for 24 consecutive months to preserve up to $17,000 in assets when transitioning to Medicare at age 65.
