Beginning in the 2024-2025 school year, high school students must complete either the Free Application for Federal Student Aid (FAFSA) or a state financial aid application prior to graduation.

Students may alternatively file a signed waiver created by the Department of Education indicating that the parent, guardian, or student (if 18 or older or legally emancipated) understands the application and has chosen not to file.

High school principals or counselors must waive requirements for students by April 15 each year if the student has not fulfilled either requirement, has met all other graduation requirements, and the school has made a good faith effort to assist.

High school counselors must encourage and assist high school seniors to complete and submit the FAFSA or state financial aid application.

The Office of Higher Education shall report to school districts which students have complied with requirements, without specifying which financial form was completed, and high school officials are prohibited from inquiring about or disclosing student immigration status.
