Increases income eligibility threshold for early learning scholarships from 185 percent to 200 percent of federal poverty level income.

Adds seven new priority categories for scholarship applications: children with incarcerated parents, parents in substance use treatment, parents in mental health treatment, children who experienced domestic violence, and children experiencing homelessness in the last 24 months.

Clarifies that siblings from birth to age five of scholarship recipients remain eligible to receive scholarships as long as funds are available.

Appropriates $555,709,000 for fiscal year 2024 and $555,709,000 for fiscal year 2025 to the Department of Education for the early learning scholarships program.
