$3,000,000 is appropriated from the trunk highway fund bond proceeds account to the commissioner of transportation for constructing a noise barrier on the south side of U.S. Highway 10 in Anoka.

The noise barrier extends from Fairoak Avenue to the interchange at West Main Street and Greenhaven Road.

The commissioner of management and budget is authorized to sell and issue state bonds up to $3,000,000 to provide the appropriated funds, following Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, except accrued interest and premiums, must be deposited in the trunk highway fund bond proceeds account.

The section becomes effective the day following final enactment.
