Expands veteran designation eligibility on Minnesota driver's licenses and identification cards to include retired members of the National Guard or reserve components of the United States armed forces, in addition to veterans.

Requires applicants to provide a certified copy of discharge papers confirming honorable or general discharge under honorable conditions, or a military retiree identification card, veteran identification card, or veteran health identification card.

Maintains existing "Veteran 100% T&P" designation for those with a 100 percent total and permanent service-connected disability as determined by the United States Department of Veterans Affairs.

Requires the commissioner of public safety to issue cards with the veteran designation only after entering a new contract or coordinating production of a new card design with required modifications.

Effective date of August 1, 2023, applies to applications submitted on or after that date.
