Establishes a local public safety aid program to help local units of government ensure first responders receive mental health care.

Distributes $9,000,000 annually from the general fund based on each local unit's share of the total public safety count (peace officers and firefighters) statewide.

Requires qualifying programs to provide at least one hour of mental health services every six months to peace officers and firefighters employed by participating local units.

Mandates unspent funds be returned to the commissioner of revenue by December 31 in the second year following receipt, with returned funds added to the following year's overall aid distribution.

Effective beginning with aids payable in calendar year 2024, with the commissioner of revenue computing and certifying payments annually by August 1.
