Mandates creation and delivery of professional development training for early childhood educators statewide through online and in-person formats based on successful elements of the existing Learning with Music program.

Allows any unspent balance from fiscal year 2024 to carry forward and be available for use in fiscal year 2025.

Sets the funding base for fiscal year 2026 at $0, making the appropriation a two-year funding commitment only.
