Requires truck and truck-tractor owners with gross vehicle weight over 10,000 pounds to report USDOT carrier numbers at registration or have their registration suspended.

Extends dealer license approval timeline from 120 to 180 days and establishes grounds for license denial based on prior convictions and intentional misrepresentation on applications.

Allows incarcerated individuals to apply remotely for driver's licenses and identification cards without taking knowledge or road exams, and establishes a process for caretaker information to be recorded on licenses for emergency notification purposes.
