Modifies ignition interlock program requirements for conditional license reinstatement, including allowing participants to drive employer-owned vehicles without devices during work and establishing procedures for substance use disorder treatment enrollment and device monitoring.

Eliminates the requirement for knowledge examination upon license reinstatement for persons whose licenses were revoked due to impaired driving offenses by repealing Minnesota Statutes 2022, section 171.29, subdivision 1.

Establishes criminal penalty for obstructing Department of Public Safety Driver and Vehicle Services Division employees, drivers' license agents, or deputy registrars by force or threat of force while they perform official duties.

Requires full driving privilege reinstatement to occur only after participants meet all prerequisites under section 169A.55 and register zero positive breath alcohol concentrations of 0.02 or higher during the preceding 90 days.
