Requires drivers to move to the farthest lane away from a stopped vehicle displaying emergency, flashing, or warning lights on a two-lane road in the same direction, if safely possible.

Requires drivers to leave a full lane vacant between themselves and a stopped vehicle with emergency lights on a road with more than two lanes in the same direction, if safely possible.

Requires drivers to reduce speed to reasonable and prudent levels when approaching a stopped vehicle with emergency lights on a one-lane road, or when lane changes are impossible.

Permits peace officers to issue citations for violations within four hours of an incident based on timely reports from emergency vehicle or towing vehicle crew members that include vehicle description and license plate number.

Appropriates unspecified amounts from the general fund in fiscal years 2024 and 2025 to the commissioner of public safety for a public awareness campaign promoting compliance with these requirements.
