Authorizes any town of any size not in a metropolitan county to conduct mail balloting at municipal, county, or state elections with no polling place other than the auditor or clerk's office.

Authorizes cities with fewer than 400 registered voters on June 1 of an election year and not located in a metropolitan county to conduct mail balloting under the same conditions.

Allows the governing body to apply to the county auditor for permission to conduct mail balloting and permits municipalities to designate precincts with fewer than 100 registered voters for mail balloting subject to county auditor approval.

Permits voted ballots to be returned in person to any location designated by the county auditor or municipal clerk.

Effective January 1, 2024, and applies to all elections conducted on or after that date.
