Appropriates $22,250,000 from the bond proceeds fund to the commissioner of transportation for predesign, right-of-way acquisition, design, engineering, and construction of the Trunk Highway 13 and Nicollet Avenue interchange in Burnsville, with funds eligible for general obligation bonds.

Appropriates an additional $22,250,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for the same interchange project, with funds eligible for trunk highway bond financing.

Authorizes the commissioner of management and budget to sell and issue up to $22,250,000 in general obligation bonds per Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Authorizes the commissioner of management and budget to sell and issue up to $22,250,000 in trunk highway bonds per Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, with bond proceeds deposited in the trunk highway fund bond proceeds account.

Specifies that the project will include grade separation and other capacity and safety improvements to the interchange.
