Establishes a new section 168.1245 creating special license plates for Purple Heart medal recipients bearing the inscription "COMBAT WOUNDED VET" with an official Purple Heart medal emblem.

Authorizes issuance of Purple Heart special plates to qualifying recipients who own passenger automobiles, motorcycles, or recreational motor vehicles at no charge.

Eliminates all fees associated with Purple Heart plates, including initial issuance, replacement for damage, annual registration stickers, and transfers to other eligible vehicles.

Allows Purple Heart plates to be transferred between qualifying vehicles registered to the same individual without charge.

Exempts Purple Heart plates from discontinuance requirements that apply to other special plates when registration falls below 1,000 sets.
