Appropriates $500,000 in fiscal year 2024 and $500,000 in fiscal year 2025 from the general fund to the commissioner of higher education for transfer to Wallin Education Partners.

Funds must support programming focused on college admission and graduation for low-income students, including financial aid, advising, and career development.

Appropriation must be used only for programs serving Minnesota residents attending colleges or universities within Minnesota.

Wallin Education Partners must submit annual reports by February 1 to legislative committees with jurisdiction over higher education and K-12 education.

Reports must include information on student demographics, colleges and universities attended, high schools attended, and geographic distribution of students served.
