Changes the effective date of child care assistance rate updates from November 15, 2021 to August 7, 2023, with subsequent updates based on the 75th percentile of the most recent child care provider rate survey.

Sets maximum rates beginning January 1, 2025 at the 40th percentile of the 2024 provider rate survey for infants and toddlers, and the 30th percentile for preschool and school-age children.

Modifies registration fee calculations to use the 75th percentile of the most recent child care provider rate survey starting August 7, 2023, with updates following the same schedule as assistance rate increases.

Appropriates $30,735,000 for fiscal year 2024 and $56,498,000 for fiscal year 2025 to the commissioner of human services for child care assistance payments.

Appropriates $31,468,000 for fiscal year 2024 and $41,412,000 for fiscal year 2025 for the basic sliding fee program, with a base of $46,171,000 in fiscal year 2026 and $42,952,000 in fiscal year 2027.
