Class I and Class II railroads must operate freight trains and light engines with a minimum crew of two individuals, with exemptions for hostler services and utility employees.

First offense violations result in fines of $250 to $1,000; second offenses within three years result in fines of $1,000 to $5,000; third or subsequent offenses within three years result in fines of $5,000 to $10,000.

Fines are recovered through civil action before a county judge in the jurisdiction where the violation occurs.

The law becomes effective 30 days after final enactment.
