Creates a new Democracy Dollar coupon program providing two $25 coupons annually to each registered voter in Minnesota, redeemable only for contributions to qualifying candidates and political party units.

Coupons are issued by the Secretary of State no later than March 1 each year to voters registered in the Statewide Voter Registration System, with options for electronic delivery and alternate addresses.

Establishes qualification requirements for candidates (registered principal campaign committee, seeking office with voluntary spending limits under section 10A.25, signed spending limit agreement) and political parties (major or minor parties qualifying for tax refund forms).

Sets a redemption value cap starting at 8% of total coupons issued annually in 2024-2025, with automatic 2% increases if usage exceeds 75% of the cap, capped at 16% maximum unless authorized by law.

Repeals the existing political contribution refund program (section 290.06, subdivision 23) effective January 1, 2024, with a transition period allowing refunds for 2022 and 2023 contributions.
