Authorizes one or more counties or regional railroad authorities to conduct a feasibility study for a rail transitway corridor from St. Louis Park to Savage.

Requires feasibility study to meet state and federal requirements for light rail transit and commuter rail project development, including selection of a locally preferred alternative.

Limits train evaluation to diesel multiple unit trains (including diesel-electric variants) that can operate on Southwest light rail transit line track and infrastructure.

Mandates study evaluate impacts and costs of quiet zones at all at-grade highway-rail crossings, positive train control systems, and continuous safety fencing throughout the corridor.

Overrides any conflicting provisions in Laws 2002, chapter 393, section 85, and becomes effective the day following final enactment.
