Prohibits the Metropolitan Council from expending state sources of funds for Southwest light rail transit (Green Line Extension) project capital costs in excess of the amount identified in the project budget estimate as of January 1, 2023

Defines "state sources of funds" to include appropriations enacted in law and funds in the metropolitan area transit account in the transit assistance fund

Becomes effective the day following final enactment and applies in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties
